Verity Drug Analysis is a proposed analytical testing service in Victoria. The intention is that someone could submit a sample of an anabolic steroid, SARM or peptide and be told what is actually in it, lawfully, without having to give their name.
It does not operate. No permit has been applied for or granted, no sample has been received or analysed, and nothing is being offered or sold to anyone.
Harm reduction is one of the three pillars of Australia's National Drug Strategy, alongside
demand reduction and supply reduction. The Strategy defines it as
reducing the adverse health, social and economic consequences of the use of drugs, for the
user, their families and the wider community
. Victoria's Alcohol and Other Drugs Strategy
2025–35 carries strengthening harm reduction among its priority areas, and the approach
already underpins needle and syringe programs, the medically supervised injecting room, and the
drug checking framework introduced in 2024.
People who use anabolic steroids, SARMs and peptides sit outside all of it. There is no lawful way for someone in Australia to establish what a product contains before they use it. The Australian research that does exist, analysing samples donated by members of the public, has found products mislabelled and in some cases contaminated with heavy metals — and that evidence base is thin precisely because there has been almost nowhere lawful to have anything tested.

The intention is not to encourage use, and not to suggest that any substance is safe. It is that where a person has already decided to use something, knowing what is actually in it is better than not knowing — and they should be able to find that out without breaking the law.
I would hold the permit and handle intake, chain of custody, records and reporting. An accredited laboratory would do all of the analysis. I do not own a laboratory and I am not proposing to build one.
Victoria created a drug-checking permit scheme through the Drugs, Poisons and Controlled Substances Amendment (Pill Testing) Act 2024. A permit authorises the holder to receive a substance from a person, analyse it, tell them what is in it, and provide harm reduction information.
Whether the Department of Health would grant a permit for this cohort is the question I am currently putting to them. My reading of the legislation is that the authorisation is not confined to a particular class of drug, but that is a reading and not a settled position. Until it is answered, this is a proposal and nothing more.
Talking to accredited laboratories about whether the analysis can be done, and to the Department of Health about whether it can be permitted. Both of those answers come before anything else happens.
